I think once a shipment has been closed in Amazon FBA, it is not possible to reopen it. This is because Amazon considers closed shipments to be completed transactions and any unfulfilled orders associated with the shipment are cancelled. But you can contact with the amazon seller support if you have any issue in the closed shipment.
