Can someone please let me know the reason why fragrance variation is not allowed in the beauty category

  Some marketplaces don’t allow it according to their terms and conditions. It depends upon the marketplace policies.

  Basically, there are a few categories inside amazon where amazon is not allowing sellers to create a variation of the product… This is in the hand of amazon, whether they allow it or not, but If you found any listing which has created the variation you can contact amazon support by attaching the screenshot of the seller, and wait for their response.
