I have run the campaign and i have set the fix bids but my CPC is always changed from my adjusted bids? why this happened to me ? is there any factors on which cpc depend or anything else?

This could be happening due to the fact that you have set up placement for the campaign which then can fluctuate your bids even if you have set fix bidding strategy.

I think you have added placements in this campaign, so due to the placements, your fixed bids have also changed.

CPC is stand for cost per click and it is defined as cost of one click and in your case you have set the placement that’s why your CPC changed. If you want that your bid don’t change just go to placements and set 0 placement.
